Rat Problem Multiplayer Broken

I'm trying to complete the game fully (and fairly) but the Rat Problem quest is broken.

We decided to take the joja route, and so the quest still exists, but sadly I can't actually finish it because obviously joja destroyed the scroll.

Is there anyway to fix this or complete the quest with a command? Would appreciate feedback!
