If you press the button (or tap in the case of mobile) the green bar will rise upward.
If you let go, the green bar will start to drop, and will bounce if it hits the bottom.
The fish icon may move up or down during the mini-game. You want to keep the fish inside the green bar until the metre on the right hand side fills up all the way.
Hopefully this explanation helps give you an idea on how fishing works.
My advice is to just keep tapping rapidly if the fish you're trying to catch barely moves at all. That way, you can constantly keep the green bar from moving up or down until you've got a successful catch.
If you're still having trouble, it may be worth it to purchase the Training Rod from Willy's shop. This will increase the size of the green bar making it easier to catch fish, but you can only catch basic fish with it.
As your fishing skill levels up, the green bar will increase in size, as well as food buffs that increase your fishing skill and (new to 1.6) deluxe bait.

Also, try fishing in the Mountain Lake (near Robin's house). Some of the fish in the lake are challenging, but some are just Carp. Carp are notoriously sluggish, and are often possible to catch without touching the rod at all.
And ... the more you catch, the more your fishing skill goes up, which means your green bar gets bigger and it gets easier.
Also, Willy sells Trout Soup, which gives a buff to fishing.
