The blocked stairs next to the train station

Are they used in the game? Is there some quest line I've missed to unlock that area?

I'm pretty sure those stairs lead to Perfection Peak. It's an area only used for a cutscene, so you're not missing anything.

there are two paths in the train area, if you could screenshot. one leads to the witch lair, one leads to the perfection cutscene.

maybe there are others I forgot about.

once you get perfection on ginger island it will open

The one that leads to the witch is blocked by a house with chicken feet on it, and a dark sigil. It's not a staircase.
