if you don't get them to bite for half a day it might be a skill issue in the sense that you might be fishing at the wrong spot.
also don't forget that the fishing bar has a little hat on it when it's a legendary fish.
Some sort of minor SPOILER about fishing:
Like Glacierfish Junior, or Ms. Angler. The last one I couldn't get my hands on was Radioactive carp in the place where I caught Mutant carp earlier - the Sewer.
So yeah, tell me it's a skill issue. It literally comes to RNG in the quests like this, especially when Luck parameter of the day is the lowest. (unfortunately I didn't put my lucky rings on)
luck only affects treasure boxes.
the quest is also only 3 days iirc, instead of the usual 7 days. so maybe you just started too late.

The game lost it charm really quickly. RNG based games suck.
usually the other quest offered has a better reward too.
prismatic jelly is much worse if you ask me, and that has an actual reward tied to it.
marble brazier was also a bit of a gut punch.
Especially when the very quest you're trying to complete is not only optional, but will eventually come back after some time has passed should you need to try again.
using different baits helped and eating the food to boost fishing that day
