These things can be missed permanently:
You can either repair the community center, or buy a Joja Membership to replace it with a Joja Warehouse. You can't do both in the same playthrough.
If you decline to adopt a pet, you'll never be given another chance. (You can edit the save file to give yourself a pet, though.)
Penny's four-heart event won't happen after you buy the community upgrade from Robin. (You can fix this using a mod on PC.)
Sam's three-heart event only happens before the first winter, for story reasons.
Clint's six-heart event won't happen after you marry Emily or see her eight-heart or ten-heart events, so you should do it first.
In Leah's two-heart event, choosing the creepy answer will permanently disable her eight-heart event since you lost the chance to suggest a career path.

I think pennys have fixed through an update. looks like clint and sam is my main focus, but still would like to hear some feedback before i begin.
I always adopted the pet, but I do think it's true that you don't get two chances to do it.
One of Penny's heart events revolves around you cleaning up the trailer. I figure it would be very awkward if you had the community upgrade for this one, at least for story reasons. It would make Pam a much bigger jerk, if nothing else.
One of Sam's heart events is about his concern over his father being off in the war. Indeed, it can only happen in year 1 because his father returns at the start of year 2.
Clint's 6 heart event is like a unicorn. I heard that it exists, I read about it in the wiki, but I have never ever seen it. You're correct in this count too.
Last one sounds a little strange, cutting out Leah's 8 heart event is very weird. However, as I can proudly claim to have never picked the creepy dialogue choice, I do not know if that's in fact how things go. Just don't pick the creepy option, it's not hard.
All that said, none of this is a bug, it's all working as intended. I'd just tell you to give up on Clint's elusive 6 heart event. You'll need to get close to Sam relatively early in the game, but you're likely to see every other event. You can also ensure you'll see Clint's 6 heart event by avoiding triggering Emily's 8 and 10 heart events. It's fortunately easy to do, just avoid the mayor's home in the afternoon and the secret woods after 10 pm. I couldn't be bothered to do this but it is possible, and won't lock you out of Emily's heart events.
Also, every marrigeable character has a unique 14-heart event that only becomes available if you marry them. You're either gonna have to settle with one or go on a divorce spree.
Penny's heart events were fixed according to the wiki, the 4 hearts one in 1.5 and the 6 hearts one in 1.4 (which is likely why it's not on the list).
I think you can't see the group 10 hearts events as long as you're married, but that requires dating every bachelor for one and every bachelorette for the other so it may not be your thing.
I checked the wiki because I've never heard of it either and there's indeed a big warning for this option.
