If anything, the peppers should also be treated as a veggie, since they're related to potatoes and sweet peppers (all part of the nightshade family).
Unless this is some weird American thing where hot peppers aren't chillies and are really some strange sweet pepper that you use in desserts. I wouldn't put anything past Americans ;p
that said peppers should probably be also a vegetable by that logic. since who ever heard of pepper jam or pepper wine?

bell peppers definitely vegetable though.
There's even a nod to that in the game: If you progress your relationship with Demetrius sufficiently, eventually you'll see him and Robin arguing over tomatoes. Robin sent him to the store and told him to buy "fruit" and he came back with tomatoes (because he's a biologist, and that's what they are), and she's annoyed with him (because she, like many people, think of tomatoes as vegetables). And since you're character is a professional farmer, you get asked to arbitrate.

First recipe i found for 'hot pepper jelly' adds a significant amount of sugar.
you put enough sugar and pectin into something you could make jelly out of anything.
I ate pickled hot peppers before they are pretty good.
Never had a hot pepper jelly before tho but i know it really exist.
So do wild things like Tomato jam and Coconut Wine.
Some "culinary" experiments are beyond my comprehension..
there is a heart event with maru or demetrius where it comes up and you get to make the choice.
but ofc at the end of the business day it doesn't matter what your character knows, it's what people who buy your peppers think that matters.
As others have mentioned tomato has an in game joke/explanation.
