Low Fps

Hello everyone hope you have a great day
This issue might be confusing since even idk why it is happening
So when i run "vanilla stardew valley" it shows me that i have 30 fps and it sometimes falls
now when i run stardew modding api note i use the command eg"G:\Games\Steam\steamapps\common\Stardew Valley\StardewModdingAPI.exe"
in the launcher options
and i hecking get 60fps+ and it does not fall

now how the heck i have 30 fps which falls on vanilla stardew running with no mods
but with mods i get 60 fps *note i am not even using any like greater mods i just tried the cjb item menu to test it*

if anyone have any fixes please let me know and if you dont understand i can explain more clearly my english is not that good xd

Processor Intel core i7-6500 CPU 2.50 ghz 2.60 ghz
Ram 6gb
64 bit operating system
i have intel hd 520 and AMD R7 M340

i mean dude i wont lie this might be off topic but i have like the same issue with cs1.6
at this point idk what to do i have searched many fixes but i guess i am the only one having this weird issue

Dude, the only good thing about your PC is the CPU and that's still not the best. 6GB of RAM may be the issue. If you have other things running in the background like Discord or Chrome, it could be breaking your performance.

but then why does not it drop in stardew modding api?
why its stable and increases in it?
this all is confusing man

i legit dont even use any mods i am running stardew modding api without any mods in the folder
and getting high fps
than vanilla stardew
