I'm not sure if that's intentional or just Clint being Clint but why does he tell me "Congrats" as if I am dating her when I've married her sister Haley about 3 days prior?

most of the romance targets have romance encounters even after you are married. like I was going for 'perfection' so I was was gifting penny, and she asks me if I would ever like to have kids, and I got 2 kids at home, and thats not a dialog option.

NPCs doesn't have any kind of memory. They just see, that their heart event needs to be played and then they just read the transcript of the devs about what to say.

Doing it this way is just the simplest version of implementing such a feature and it is sufficient most of the time.
