Dang, you've got great foresight to hold onto all those legendaries. I should've done the same...
Crab pot stuff seems to have its own separate slots. So each tank, from what I can tell, can have 3 swimmers, 3 bottom critters, and 1 algae? I think? I know shrimp count as fish, but lobsters and crabs can be added alongside the 3 fish; so can oysters. I haven't tested cockles or anything else.
Might add some coral to my ocean fish tank. Thanks for the tip! I DEFINITELY wouldn't have tried putting rocks in there either...
EDIT: I checked wiki, and apparently it depends on the tank size, which makes sense. The larger fish tank can hold 3 bottom critters, 3 fish, and 3 decorations. The largest one, which will be holding my Legend, can hold 4/4 and 3 decorations.
ALSO, sea urchins can wear hats now?!
