Admittedly the materials for the Rain Totem are stupid hard to get...
RNG has clearly been unkind to you and you have my condolences, but fyi it never rains in winter. Never. No chance at all. The only way to have that happen is use a rain totem.
Correlation is not causation. There are no systems in place to make it less likely to rain depending on what you've placed down on the farm. The chances are already known and presented by the wiki, you can just calculate, how unlucky you were with the given probabilities.
