I can't trigger Penny's first "2 heart event"

On the wiki, penny's first 2 heart event is triggered by walking into Pelican town between 9 am and 2 pm on a sunny day. I watched the weather forcast before a day and it said that it would be a bright and sunny day tomorrow.
The next day, I walked into town after 9 am. Nothing happened, and I found penny sitting in the library, unenergetically talking to me.
I tried again the next sunny day, but nothing happened. Is there no hope, will I be single forever? JK, but can someone help me, I wanna dance with her at the Spring festival.

You must first get two hearts, then the event will be triggered.

if i remember correctly hearts are rounded up/down, so it's possible you aren't actually at 2 hearts, just close to it.

if you can enter an npcs bedroom you are (or have been) at 2 hearts, so that might be an easy way to check without using external tools.

Iam pretty sure hearts arent rounded. When you have x hearts with someone than you have that, incl the friendship points

The event should trigger once you enter town after hitting those requirements. Events are checked when you enter an area. If you enter early, then wait until the correct time, they won't trigger.

If it isn't triggering, verify your game cache. If you're using mods check to see if any of them edit data/events/town.json as that's the file that holds penny's 2 heart event data.

I'm not at two hearts yet, but I've tried talking with her every day, and entering town at around 9:30 am on sunny days, and later in the day before 2 pm as well. I'm at 0 hearts with her right now.

This is what I see in my files. Nothing under the town section in events that is .json.
What the heck is going on??? Also, I tried again, and its a sunny day at 9:40 am, NO PENNY EVENT!! What the heck, Stardew?

How do I get two hearts with her? I thought that event makes 2 hearts appear?

You need to give her gifts that she likes and talk to her at least once per day. The events are rewards for reaching certain levels of friendship.
