Yes, but artifact spots aren't guaranteed to have an artifact, even with the archaeology hoe upgrade. Troves are 100% artifacts, just maybe not the one you need.
This is what I did, I couldn't find a bone flute for the longest time: Build the miners totem and wait until it gives you the buff to find extra geodes. Go to skull cavern with a lot of red bombs and a magnet ring and start farming Omni geodes. Trade them to the desert trader for artifact troves. Take them to clint and hope you get lucky.
To aid you a little, the arrowhead can only be found in artefact spots in the mountains, cindersnap forest south of the farm and the bus stop. They cannot be dug elsewhere.
Artefact troves have a chance as mentioned above, and these can be got from haunted skulls aswell sometimes, I find quite a lot panning in the digsite on Ginger Island and from worm spots on the beach of Ginger Island.
Every single player always gets stuck on one last item, for me it was the elvish jewellery or the cracked amphora. but theres one for every player.
Bus stop gives "worms" - of "fingers" - very rarely. And for some reason Im mostl lucky during winter, maybe because they are easy to see on the snow...
Artefact spots can ONLY spawn on ground that you can ho, which is very limiting, except for winter, when almost all ground becomes a valid ho spot, there are far more in the winter but also a very high chance to get winter roots or snow yams so although there are more, its not quite that simple.
Other than your farm, the desert, and the beach on GI West, there's pretty much nowhere you can use a Treasure Totem where half or more of the spots don't get wasted because they land on some un-diggable ground because they made the ring way too big.
If you are missing arrowhead, I would make artifact totems, go to ginger island, use them there, take the omni geodes I dug up and convert to artifact troves.
