Desert Festival npc kiosk

What's the percentage for the npc tending the kiosk? Because throughout my 1k hours, I've never gotten Elliott, Haley and Shane. Instead Evelyn and Pam would always hog 2 out of the 3 days of the festival. I love Evelyn, but please madam I'm begging you. I just need to buy their wares to complete my collection. Is it tied to the save file what npc would appear at the kiosk? If so is it possible to edit it?

I mostly want Haley and Elliott for the spouse weapons but Shane's chicken decal would be nice to have too.

hmm this is based on luck and i didnt kno that evelyn is a vendor but the one thing that will help u is mods good luck finding those mods!

Ah I didn't think about mods since I would always try to play as vanilla as possible. Will definitely look around.

I still would like to know the percentage though since seeing Evelyn every year is both funny and infuriating. If only you could lower the chance of her appearing as a vendor, that'd be cool. I don't want to remove her or any npc completely.

fastforward a mouth and peirce is hogging the vendor stall so i think that evel has a 10% canche to be a vendor but i think thats the persentage cance

10% feels kinda high lol considering the amount of npc can be at the kiosk. Alex and Jas are definitely my favourite vendors because hair gel and magic rock candy.
