1. Cover the surrounding tiles with flooring, not just around the tree but also three tiles away from it in every direction as well. So long as the flooring doesn't get destroyed by spreading weeds, saplings should never appear.
2. Probably your best option, simply plant them in the desert. No, seriously. You can plant trees in Calico Desert. Almost anywhere is fine as only Emily and Sandy ever walk there during Fall 15 and only in very few tiles. You can use this map[stardewvalleywiki.com] as a guide to know which tiles to avoid. Trees will never drop or spread saplings if planted anywhere outside the farm.
If you find yourself low on seeds, make another checker board and fill in whatever seeds you have...fertilize....once grown check empty spaces of checkerboard for new seeds and just pop em up :D (i also do this mid game and let it grow out on its own for easy wood chopping) Works great for hardwood seeds and mushroom seeds as it evenly spaces any seed that falls so you never really have to check
i think all of that gets hidden during festivals. i never see my crab pots during the beach festivals.
