Innate enchantment reroll restrictions?

I've tried to reroll a Dragontooth Cutlass for Crit Chance + (another useful modifier), but after several hundred tries it seems like Crit Chance can only appear with Slime Gatherer or -X Weight. Has anybody else noticed a similar thing, that some mods can only appear with certain others?
