Yes, it can be a monster drop, but only by Special Danger Slimes during the Danger Quest or when the Shrine is activated to make the Mines harder. Special Danger Slimes have a little golden star on their heads, like an antenna. Those special slimes are rare to find.
I opened 48 Golden Mystery Boxes in a row on patch v1.6.5 and got 1x Auto-Petter. I have the feeling that any Items you can get from Golden Mystery Boxes have equal chances, because none of the listed Items in the Wiki have %-Chance numbers. But because the number of different Items you can get is so high, it is rare to get exactly the Item you want. For example, if you can get 100 different Items and if all of them have equal chances, then each item's chance is 1%. There are currently 53 different Items in a Golden Mystery Box according to WIki, based on that, the chance is 1,8867% (so slightly under 2%) for a wished Item to appear, each Box. This roughly matches with the ~2% drop rate from crates/barrels and special danger slimes, when Danger Mode in the Mines is turned on.
So, assuming all items really have equal chances to appear, then approximately every 53 Golden Mystery Box could contain an Auto-Petter. Of coure you can get unlucky and don't get an Auto-Petter even after hundreds of Golden Boxes, or you can get lucky and get one after only a few Golden Boxes.
Guess that's what heavily modding does. End up not knowing what's vanilla and what isn't.
But Auto-Petters were indeed added to Vanilla already in v1.5.
