Only thing I can think of is that Lewis is stringing her along, and using his position as mayor to avoid making a commitment. That cad.....

Uhh, what scene? You are going to have to clarify that. I no longer play with the Ridgeside Village mod since I'm trying to downsize on my mod list. And how is he a child groomer?
If you argue that because he's the mayor he can't have a relationship because of suspected favoritism ... How come a lot of mayors irl are married? Have children? In fact, if they have living parents and/or other relatives that would count as inherent favoritism, too, going by that logic.
As long as there isn't obvious favoritism/corruption none of these relationships should be an issue.
And I totally get that he/they don't want to marry/move in together. They each have their own houses that they love, I guess, and sharing a home isn't for everybody.
That shouldn't be a reason not to have a relationship - especially since they live so close to each other. So they have that relationship. And it's nobody's business. It's a small town and despite that nobody bats an eye when it comes to same sex relationships. Why should they care about this relationship? Apart from, yeah, gossiping about it just like they do about ANYBODY.
Treating it like a dirty little secret is despicable.
Favoritism in this case is an entirely different situation, since Lewis is the Mayor, and he holds a lot of power. In his own word, he fear that it would undermine his authority.
