If you have created the save file, there is no way for your friend to play when you are offline

no, it's hosted locally (that means it runs on your computer, not somewhere else)

when the host is offline there's no game to join because there is no game running

In vanilla there's no way to to play multiplayer other than the host opening the game and others join. So if you've created the world, then you have to be online.

There's a mod that allows you to host the game as a server without playing yourself, but that needs you to have the PC and the game running at all times, when they want to join, the only thing that mod does is getting rid of you player, allowing others to end the game without the need to wait for your input (like clicking away the end of day screen or going to bed).

The third option is a dedicated server. For a few $ per month you can have a 3rd party server hosting the game for you, that way anybody can join at any time without the need for the host to be online. That's usually the best option for when you've a hard time finding time to play together.
