Rain doesn't NORMALLY happen in Winter, but, if you use a Rain Totem it will, and Walleye can indeed be caught in Winter.
I suggest going to the Secret Woods daily to chop the stumps and just pray that the ~30 days you have left are enough XP. That'd be 4,500 and you need 5,000 for 9->10 so it should be if you also grab any forage laying around, too.
Also be sure to chop down every normal tree in the mountains and forest areas, too, as well as any unneeded trees on your farm.
The odds of this happening before Fall of Year 2 are astronomically low. You'd probably sooner see rain in Fall of Year 2, or even Year 3, before a pet gave you a Walleye.
I'm in the middle of Summer Y2 on my save and I've never seen a Walleye. I've seen a Bullhead once, and two Chubs, along with a Duck Feather, and a couple other cheap random items, I forget what.
