Where are blue grasses on year 2?

Did you scythe all of the blue grass at the end of the first year?

If so, you'll have to get the starter from Qi. I'm pretty sure the blue grass thing is just some blue grasses they stuck on the map and let it grow, and if you should ever let animals eat ALL of it, there's no way of getting it back until you get the blue starters from Qi.

From what I can tell, the blue grass patches you see here on my Year 2 save are exactly where they were the previous year, and no new patches were added.

Not 100% sure on this, but it looks that way.

Yeah, not everyone knows yet that one of the updates is that grass does not die in winter anymore. I think it even still grows, though slowly. But yours was a reasonable mistake, and I hope you are able to get it fixed no problem.
