But, easy fix if you have a controller, launch it in coop local play, with a controller for second player, You'll need to add a coop home for them but they are super cheap. With the controller take their tool and either give it to your character or put it in one of your chests. Log the player 2 out, destroy the coop home and then exit game and launch it single player again.
If you don't have a controller, maybe you have an actually friend who could coop on line with you briefly to give you their hoe.
Great tip. Did not know it would bring tools to the top like that, but makes sense.
Likely for when you sort your inventory so your weapon and tools are in the first slots where everyone puts them.
