Does Clint work over green rain?

I know he is not at his shop, but it is counted toward upgrade tool or it is day skiped same as festival day?

Clint is a hardworking man and will have your tool ready in two days.

Like say you deliver your tool to him the friday before the Egg Festival, he wil stil have it ready on the sunday after.
I haven't specifically tested this with Green Rain but I see no reason it would be different.

I've tested - no, day skipped.
Shop is open, you can get in - but Clint is in the pub whole day, so...
Same as Friday after CC is restored. Even if your tool is ready - you can't pick it up.

Day 1 - start upgrade
Day 2 - green rain
Day 3 - is the tool ready?

Yes, in this scenario it will be.
And the same with Festival - all days counts toward upgrade.
If you put your tool for upgrade previous day (before Festival or Green Rain) - it will be ready on a day right after that.
