Only possibility of catching sunfish when it's raining is if it's your first catch ever - then for your "tutorial" fish under some conditions it can be sunfish even during wrong weather, and even if you fish at the ocean (confirmed at least in 1.5 - idk if 1.6 changed that).
But that would still be only 1 fish - unless you get to higher fishing level without actually fishing or crab pots, get a fiberglass or better rod, and use one of 2 baits that give a possibility of more than 1 fish. But while in theory it is possible - it's not going to help you in your current situation.
Thing is - you aren't punished for not completing those quest.
If you do turn them in - you get rewards, and if you don't - you gain nothing but also lose nothing (except your time if you already invested in doing it).
And there's always next quest next day (or one after that - soon!).
You wouldn't believe how many times I've got "catch catfish" quests when there's been no rain for weeks... At least Demetrius isn't asking for Sardines in Summer anymore.
Not a big deal, but annoying when it happens.
