Special Order Problem

I've been trying to get Caroline special for a long time now but I can't get the order. I have Caroline at full heart and started when I was in year 4. I'm now in year 13 and still can't get this quest for the island ( I have Ginger Island unlocked ) I was wondering if anyone else has this problem too?

The special order board resets every Monday. Hearts have nothing to do with it, and the orders that appear are random. If it was me, I would keep 100 taro root and 100 pineapples growing (unharvested) on the island farm so they are ready whenever the quest shows up. The ginger quest is more difficult, especially if it's not the first week of the season since you would only have until the season (on the mainland) ends to complete it.
