For Stardew, basically, you first download and install a program called SMAPI. Then you download your mods (usually from the site Nexus Mods) and copy the mod's folder into your Stardew Valley/mods folder.

There are 2,786 games on the Nexus and approximately 166,651 games on Steam alone, 2,786 / 166,651 = 1.7%
But yes the answer is that Nexus is the adpocalypse where most Stardew modders have congregated
Nexus has always been the place where actual modders go for games.
LL, our regional Fullrest and Playground, mod.io , ModDB...
It's a bit like the fact there are other game launchers apart from steam, but seriously... who cares when one does it better than the rest?

ModDB predates Nexus by 5 years btw - and, what's that? No ads?
Alternatively, some mods are on github only due to "certain unpleasantries" between modder and the website. Typically MARGO and UI info suite 2.
Still, start by installing SMAPI on Nexus. Look up the internet for getting starter for modded playthrough of Stardew.
