I wanted to do Birdie's quest but I can't talk to her at all... She's totally blocked and I can't finish the game 100% if I can't get her quest..

with a second save I launched the quest and went into the save game codes to copy the quest code. I pasted the corresponding piece of code on my main save and it worked!

She shouldn't be blocked in normal vanilla game. Even if corals and other stuff spawn around it's not unbreakable. And unless it's raining - she is fishing outside. If she's not - wait for the sunny weather.
So, if you guys use any mods - make sure they are updated and compatible.
In any case - verify your game files (from Steam library).
