Considering that fixing the bus requires you to have 50,000G and it also requires you to have access to the CC (IIRC, you can't buy the Joja membership until after Lewis shows you the CC, which he won't do until like Spring 5), it's very unlikely that a player is going to have the bus fixed, even if you are min-maxing.
So yeah I'd say that cheating, or RNG manipulation with the legacy RNG is probably the only 2 ways you could possibly get to the Desert Festival on Year 1...
