I had the Mushroom Log made before the green rain started.
I find moss on treed on my own farm and pretty much everywhere else there are trees.

i.e. Its a way to play without the clear cutting most of us have been told we need to do.
Would it grow on tapped trees?
Is there any area (desert maybe) where moss will not grow?
It might make sense to plant a forest with no intention to cut it, just for moss, if it's a much-needed resource.
Can't answer all of that, but my tapped trees do in fact have moss grow on them. I get it off with the Scythe so I don't take the tapper off.

These trees have regularly produced moss even with the tappers on them. I've planted a lot of trees in Calico Desert and they too sometimes generate moss. Trees can produce moss at any time of year except for Winter, except for the desert and island.
All the while, I can regularly collect some much needed oak resin for my keg farm!
The moss was common after year 1's rain, like incredibly common. I don't know if what you are experiencing in your game is a bug or not though.
