smapi says nothing about them, no errors and they in general arent working?
did you paste in the launch option in steam to run smapi, instead of the stardew exe?

are you completely sure the mods are all updated, cause smapi should load them all i would assume.
ya that could be another thing to cause issue.
heck i recently found another user who couldnt get the game to load at all without mods or anything, straight vanilla, suggested they run smapi without mods and smapi ended up displaying their gpu driver was outdated and updating it made the game run.
win 11 comes with 7zip baked in now, you right click the zip folder and click on "extract all" and choose the spot to extract it, you can place them on the desktop or in the downloads folder, then move them into the games mod folder.
or if you could try something like vortex, its a mod manager, it will download mods, update them, apply/disable or remove them, among other things, no need for extracting zip files and you can use it for all your modded games.... it makes everything much easier, but thats you choice if you want to try it.
in any case ill be here to hopefully help get the game running for ya and later on you can decide if you want to try vortex or not.

smapi needs to be installed in the main folder. next to the stardew valley.exe file.
all mods need to be in the Mods folder.
Dont forget to make a copy of Stardew Valley.deps.json and rename the copy StardewModdingApi.deps.json
Game needs to be launched via smapi, to do so...
right click your game on steam, select properties and put this in the text bar under launch options
"C:\Program Files (x86)\SteamLibrary\steamapps\common\Stardew Valley\StardewModdingAPI.exe" %command%
This is why smapi needs to be installed in the main folder. Don't forget to run the bat or whatever too. follow the bat process and answer the questions it asks.
Now you can start the game through steam and it will use the smapi launcher.
Make sure all your mods are up to date from this month of march 2024.
make sure to have all dependencies like Content Patcher and such.
and of course... make a new game. don't load an old one. A lot of the mods don't even work if you don't create a new save after installing them. There are workarounds but honestly I don't care about those.
few advices
Don't use vortex/mod manager/nexusmod or whatever. put the mods in the folder yourself.
Every mod should have their own subfolder. I.E. Mods\Content patcher or Mods\FashionSense. Don't just put every file in Mods and call it quits.
I know you think this is all stupid. but I'm pretty sure you're either missing a step here or THINK your 2023 mod is up to date or still use your old save file. Or all of the above.
i have zero issues playing the game, using mods, or vortex doing exactly what it needs to do.
nexusmods is where we get our mods, why would we not use it? lol
vortex is perfectly fine to use and a great tool, been using it for years and it places the mod folders where it need them and everything works as intended.
as for the mods in mods folder, that is exactly where they go, you unzip them and simply place in the mods folder and they work as intended, also vortex places them in the same mods folder.
also you do not have to start new games if you add mods, mods work just fine on saved games and always have.

YOU claim the issue happens AFTER smapi launched.
YOU claim smapi says all mods loaded (except one)
YOU claim the mods don't work once you load your save.
it's either a dumb mistake like forgetting to actually manually delete everything after uninstalling, disabling vortex and then reinstalling smapi and the mods. because the update made some files (included in MANY mods) redundant and prevent some mods from working properly or at all. Those file are always leftover from previous smapi and mods installed in the past. ESPECIALLY with Vortex. that ♥♥♥♥ never deletes anything.
OR it's an issue with your savefile. Once you load it, no mods work. How intriguing.
OR it's a dumb cloud issue.
Or... and here's the kicker... this has to be the dumbest thing I can think of. You don't launch the game through smapi, you just launch smapi, close it before it finishes, then launch the game instead. and then there's no mod because... well.. it's not the smapi client lol.
