maybe the rain boosted the chances for it
edit: I got 6 river jellys in one sunny day from pelican town river + the lake so its just luck based
So maybe the jelly has increased/decreased drop chances by other luck level? Maybe some of them needs misfortune or more luck? We will see with more experience.

I imagine most pools are re-balanced to include these as a drop from various fish, probably based on where you find the fish to begin with.
