I'm currently at winter right now, And I was wondering where to get the said Mermaid Pendant. I accidentally clicked outside the letter before I could read the rest. Anyone know how to get this?

The Old Mariner NPC appears on rainy days on the east side of the beach, requiring you to of repair the bridge across. The Pendant costs $5,000 to buy.

Yeah you can't get it in Winter which is kind of a bummer, but then again, it'd probably be snowing heavily on your wedding day if that were the case (which in real life I'd LOVE!) Just wait until Spring when it starts to rain head to the beach. :)

Not during winter, but if you want rain during summer fall or spring it's an option.
