Panning

You can find the pan tiles in every water source, exept Ocean.

The issue isnt where to find them, its the rate at which they spawn that is the problem.

i find them as often as i stay in the area with any water source (exept beach ofc). pan tile came out in hidden forest after 2-3 minutes.

I have never seen any panning tiles since unlocking the copper pan do I need to do more to make them show up?

Nothing special. As Temmie pointed out, they tend to appear when you stand on one spot for a minute or so. I usually see them after I have picked up my crab pots, or have been fishing for a bit.
