Where do i get the Red Plate recipe?

It's not on the wiki, and a google search did not reveal it. I have red cabbage and radishes in my inventory, and the recipe is not popping up when i go to the stove, so it can't be available by default.

It's probably one of the villagers. I don't remember whom, but I'm pretty sure I got it in the mail.

The red plate is on wiki cooking page. It says that you get the recipe from Emily when she send it to you in the mail.

You need certain amount of hearts (friendship), think it was 4 hearts.
