You can't give tools, only things you hold over your head when selected.
:P
I've gifted twice in a week and their hearts didn't go up, even when I gave them something they really liked. The next week the checkboxes/gifts were cleared and no progress seems to be made. That bums me out.
The check boxes are just gifts. You can gift each villager 2 gifts a week (one a day). Every week those clear out so you can give 2 more gifts. Each gift adds or subtracts invisible friendship points depending on whether the villager likes the gift, loves it, hates it, etc. It's possible to give 2 gifts and not see hearts go up because you didn't increase the friendship to the next level. You still keep any progress though. You don't lose progress just because the check marks are cleared.
Talking to villages also increases friendship points. Friendships slowly decay over time.
