Quest failure penalties?
Anyone know if there are any penalties for failing to complete a quest, or abandoning one?

No. This game doesnt punish you for quests failed.

The quests you get per mail don't have a time limit anyway (many people don't realize that), and the ones on the blackboard don't have any penalty if you fail to do them.

I was wondering since the relationship meter is more or less invisible and only shows a change at major intervals. (The hearts.) I've come to find not a whole lot of people know that simply talking to someone increases the score by a little bit (20 points) but thats less than one heart, so it's not very obvious. So maybe I thought the same would go for quests in regards to invisible reputation changes.

It makes in universe sense that the job board quests have no penalty. They are not personal in nature, anyone could take them, you are not signing a contract, or even stating that you will attempt to comply. You simply see the request for something or other and can try to satisfy that demand. If you succed, the quest giver recognizes your effort. If you fail, no one even knows you tried in the first place.
