I believe you're referring to the dress spinner. That one seems to break a lot for me too. Now I just use a combo of bait with the lure that makes fish escapes slower.
I was just testing out tackle to see how they worked with my shiny new rod, so not devistated, but would see this as being a bug from a user perspective.
Using the magnetic bait along with the treasure hunter tackle makes it about 1/3 chance by my records of getting treasure... Still not great, for the cost.
It's good once you're at the point where you have ridiculous money and mostly just care about results, not costs. If you also have lv10 fishing for Pirate, your chances of treasure are pretty nice.
Although, you're probably better off hunting for treasures the normal ways once you've caught every kind of fish, but it's great until then.
Huh, cool I guess. Thanks for clearing that up for me. Description doesn't really make that clear, but if it's working as designed that's fine. Well worth playing even with a few moments of confusion.
