i have one person left to talk to and it is the "emo-looking" guy in the carpenter's basement how do i talk to him when he only stays in his room do he like go out in the night or something and where if so?

Only way to speak to Sebastian (or someone else) when locked in into´his bedroom.
Unfortunately it seems like noone in Stardew valley has heard about the art olf knocking on someones door ;)

Too backwater/rural for such modern things those people from the city do, I guess :D

He likes to hang out by the river directly East (to the right) from his home in the evenings, as well. Not sure of the exact time. It's predictable, however.
