Is weather random?

I am 3/4 of the way through my first spring and it has rained just once.

Someone said the first year is set specific, not sure if that is true. But it is random after that for sure. There is totems you can make later on that increase the chance of rain the next day.

it rained maybe 3 or 4 times for me the first spring, so I would say its random.

I believe it is entirely up to the RNG, except for festival days which are always sunny. Even the first year.. I say this because I'm currently on my first play through, Spring year 2. My first year's spring it rained a good 30% of the time if I recall correctly, that's about 1 in 3 days. I thought it was normal, so I actually relied on some days that I wouldn't have to water my crops and worked on fishing or mining. Then when summer came along, I remember half the season was storm (with one just rain, not storm) and the rest dry weather.. after seeing people post how little they're seen rain most of the time it sure makes me curious as to exactly what the chances are. Now I'm on Spring 22 year 2 and I've had only 1 storm and 1 rainy day the whole season.
