Otherwise you do get one from the community hub bundle for summer crop bundle.
I would suggest you hit the merchant when you can on fridays and sundays in spring and upgrade your watering can between spring / summer or before it rains as the first upgrade of being able to do 3 spaces in a row at once is nice.
Also hit the mines decently so you can craft 3-4 normal ones quick and once you get to where gold is you can crank out the quality ones fast as I had 30 of them by the end of summer.
Dont forget you can upgrade your watering can at the blacksmith to cover more tiles with each pour (click and hold), well worth it early on.
As long as you have the material (copper/iron/gold bars) and the cash, but keep in mind it takes 2 days for Clint to upgrade things so you have to be careful when you do it.
The traveling cart is southwest of your farm kinda above the small lake east of the wizards tower, believe it is there a few times a month (possible each week), and the stuff sold there is not cheap, but is a decent place to grab the Rarecrows/occasional tier 3 sprinkler (before you have access to them).
