the blonde boy lives with his mother and little brother (jodi and jas) at the southwest corner of the main town screen, right next to the exit to the forrest.
the black haired boy lives with his father and step mother and sister in the carpenters house, north of the main town area, past the community center. (head north from your farm)
they wander around a lot, but you should be able to find them without too much trouble

Sam can sometimes be found on a skateboard in front of his house, or hanging out with Sebastian.
Sebastian is usually in his mother's moldy basement while unemployed as an adult playing video games all day.
The odd thing is, despite regularly talking with Pierre (i've sold and bought plenty of stuff at the Gen. store) he is still ??? for me as well.
You need to talk to him, not shop. Same as if you went to a cash register at a store, you don't ask for the guy's name and get to know him right? Common sense bro.

You have to actually go behind the counter to talk to him.

When you shop at a store, you are not interacting with the character (in game terms), you are actually activating the counter in front of them. That becomes clear in the salon. If Gus is clearing glasses he will be to the right of his usual spot and you'll be unable to buy from him if you try to talk to him normally. But if you go behind the counter you can talk to him, and if you stay close to the place he is at otherwise you can still buy things by activating the right spot on the counter. Thus, for the interaction to count for this quest, you must go behind the counter and interact with the actual character.
