For me in a same sex marriage with Haley, i had to give her gifts daily until she eventually mentioned an adoption agency and it just happened 2 nights later.

I dont think you can initiate it yourself, just make sure to keep giving gifts to your spouse, otherwise i don't think the event triggers.

Oh also, you need a level 3 house.
