the problem is i cant even encounter one =( used up 3 traps and all my baits. haven seen one yet
Again, there is no specific spot to catch any "recurring" fish. As long as you're at the beach, in Summer, on a sunny day, during the correct hours (12:00am - 4:00pm), you've got the same chance of catching Pufferfish on any point on the beach.
If you are not encountering Pufferfish, that is bad luck - but you'd need to be extremely unlucky for that to happen on two different days of fishing. What's more likely is that some fish keep escaping your hook, and you simply didn't realize that these are the pufferfish. They are much harder to catch than any of the other fish co-inhabiting the ocean with them during those hours. If any fish are escaping your hook, those are the puffers, and you need to improve your mini-game playing skill to catch them. If you're still having problems, augment your fishing skill with a Trap Bobber and a +Fishing bonus from a meal.
I do feel a bit like I catch less trash fishing off the Eastern pier than I do fishing from the Western pier, but that could just be my imagination.
And since this sort of question pops up a lot, I'm putting in extra effort to dispel the myth. The more people around here know it's false, the easier it will be to convince people that they just need to practice fishing - which in turn will help them enjoy the game more, etc. etc.
BUT - do feel free to fish in any spot you fancy. And if you can bring conclusive evidence that trash (or certain kinds of fish) is more or less abundant in specific locations, that would be a major discovery! For example, I'm pretty sure that fishing upstream in Pelican Town brings less trash - but I can't prove it. That would take ages of testing...
(Oh, also, specific location can and does affect the star-quality of the fish you do catch. So there _are_ places where you definitely want to fish simply for better profit...)
