Can't talk to a person about a quest because they are in a shop?

So, possibly a complete noob question, but I got a quest/journal thing to get 20 copper ore. Busted my ass on my 4th day in and got it all, walked back home and the next day went to see the guy about it (Clint I think, the blacksmith)

So, I find him in his shop, but there's no option to finish the request, but there is a flashing question mark in the bottom of his chat window. I tried clicking that, but it just hit leave instead. Do I have to stalk this guy till he steps away from his desk or something?

you have to actually talk to him, not his store. go around the counter
