i think it's have something to view with the spirit we encounter in the community center.
Disproving this would require going into some pretty spoilery areas, but from some of the books you can acquire from the library and the events that unfold as you continue to upgrade the community center, this is very, very unlikely.
And either Peirre or Caroline (can't remember) says the shrine was in that building before they moved in and just leave it open to the public because the townsfolk like visiting it.
