i think they have a way to interact with it, but i have not find the item for activate it, but it's sure they have a way to activate it, but perharps only after some quest, when we pass the cursor over, the cursor become a hand, in general it's want to say we can interact with it...

Disproving this would require going into some pretty spoilery areas, but from some of the books you can acquire from the library and the events that unfold as you continue to upgrade the community center, this is very, very unlikely.

Yoba is the holy figure of this "world" I guess and some of the villagers visit the shrine. I'm not sure if its actually supposed to do anything?

And either Peirre or Caroline (can't remember) says the shrine was in that building before they moved in and just leave it open to the public because the townsfolk like visiting it.
