At least in Louis's case, I'm going to assume it's a classic instance of hillbilly car-hoarding. Louis probably parked that thing in his yard decades ago and the town has grown up around it to the point where the truck is trapped. Or at least it would be trapped if not for the facts that its engine is 98% rust by volume and that it's probably sitting on cinder blocks.
I just realized that there is a road that the bus sits on but it doesn't actually go through town at all.
