Fishing in mines
When I try to fish in the mines, whatever the level (20, 60, 100), every time I tried (5~10 per level), I get either trash or algae.

Is there a special condition or something needed to fish... well fishes in the mines ?

No, you can fish up ghost fish in mines and that's it. You just have to do it many many times.

Ghost Fish, Stone Fish, Ice Pip and Lava Eel are the 4 fishes you can get on the 3 lakes of the mines, you can get them at any time, weather or season, they're just very rare spawns, I suggest using both bait and a dressed trackle, they both increase fish bite chance compared to trash chance, still going to spend quite some time there trying to get something.
(Lava eel is worth 1k alone, and the pip is 750, but the other two are worthless, if you need the ghost one for the bundle it's easier to just kill ghosts on the ice area, they have a high chance to drop the fish)

I had the ghostfsh for the bundle on the ghost, so that's done. But it doesn't seem to appear in the collection, so I thought about going to get it.

I'm not sure I had baits and tackle, I'll try that.

Thank you both for the answers =)

Is there a difference between using the normal bait and using the special bait you can craft?

Special bait acts similarly to the Dressed Spinner, where it increases your catch rate. To increase your chances of catching the actual fish, such as the Ice Pip or Lava Eel, that is based on you Luck stat. So if you want to catch a reasonable amount of them for money in a day, you want to eat a Lucky Lunch, stack it with a Good Luck (Gold Pyramid) or Lucky (Pink Star) day for +4 or +6 total luck. Use that with Wild Bait + Dressed Spinner and you should land yourself aroudn 10-15 Ice Pips in a day (which is about 10,000 - 15,000 coins with Angler +50% Fish Value).

Normal bait is a 50% faster biting, wild bait is 62.5%.

Use the Dressed Spinner, and when you are facing east toward the water and go to cast your line, hold down the W or S key to throw your line diagonally. It reaches out a bit farther and your chances of finding fish improve.
