How/when do you unlock the Community Center?

I've got 8 hours in the game and I'm at 23rd of Spring, which is right before the Flower Dance. Wiki says you unlock it after 3-5 days in an automatic cutscene when entering town, but it never happened for me. I've tried entering it, it's locked, and I've talked to the Joja guy about memberships several times, denying it each time, over the course of three days. Yet nothing happens.

I was wondering if I had bugged the game and maybe I needed to reset? Or is there just something I'm missing? Sorry if this seems like a stupid question or something and thanks for the help in advanced.

You should indeed have access to it by now — are you sure you got the right building?

Same here I'm afraid, doesn't seem to activate. Do you just need to walk into town?

I also have this issue - already almost at the end of week 2, but the cut scene doesn't trigger.
This while when I had quit on a certain day while I had unlocked it, then came back in the game. (I wanted to restart the day)

Yeah, it triggered for me when I was walking into town looking for new people to chat up. I think I was entering north from the carpenter's house.

Try talking to the mayor at least once, because he's the focus of that cutscene.

"The cutscene should trigger when you enter town from the bus stop on a sunny day between 8am and 1pm." - ConcernedApe

Ah, I knew it! I had alot of rainy days and was wondering if that anything to do with it. I will test it this evening, thanks for relaying :)
