Penny's Eighth Heart Event wont Trigger

I am trying to romance Penny and I have done the heart events 2-6 (the 6th heart event would bug out and my character would just walk past Penny and the Kids and walk right off the cutscene until patch 1.04) and the wiki says at 8 hearts penny should send me a letter saying she wants to meet me at the bath house after dark. Well, I have penny at 9 hearts now and I HAVE given her the bouquet and after 3 in game days the event still hasn't triggered. Does anyone have a fix or am I missing another event before this one?

Yups haha I married Penny definitely got that letter at 10 hearts.

Thanks for the help guys im glad to know my game isnt bugged. What was the sixth heart event? I want to make sure i didnt miss anything.

As far as i know....

2 heart event was Agreeing that helping the old man was a good thing to do

4 heart event was helping her clean the house

6 heart event was testing her food and watching a movie

8 heart event teaching the kids

if that is correct then I am on the right track and not bugged. If so, thanks for the info guys.
