I agree, I've always had this big stack of Fiber that I barely use ever since I finished cleaning the farm during the first year.

Simple answer - Because there isn't enough of it.
Long answer - As your farm fills up, buildings, fields, etc. there is less and less of it growing when the seasons change. Unfortunately it is a major ingredient, usually 20+ pieces, in some very important crafting pieces in late game. So, yes, you will typically be forced to do mine runs just looking for the stuff, all the while cursing that you sold it in the beginning.
I'm guessing you haven't used a bunch of it. It becomes scarce once you have a big farm and less to clear. Totems being consumables you will run out eventually. Also, use totems, makes maxing your day out easier.
There's still a ton of it in the mines, year round, just go down to level 15 and start pretending you're a faerie boy in a skirt and a silly green hat and swing your sword around. You'll get some bug meat for bait and other useful materials like stone, copper, and coal too. If you're at the point where you're going to the lower levels of the skull mines like the person above then you ought to have a good enough sword to deal with anything in the normal mines.
