As the title states "Winter is coming, should I Cut all the grass and Flowers for hay and fiber?"
Or won`t they grow back in spring if I do?

You should, they'll die in winter and come back in spring, your actions won't change how much will come in spring so go ahead and rip your farm flat.

I honestly dont know I believe once winter comes all your grass will die just like your plants since grass doesnt grow when its winter. But once winter is over i cant say if the grass will grow back or be in the same area. I just know onc winter comes it wont be there.

Best to get as much as you can from them (if you need the stuff). It has no effect at all leaving it or cutting it. In fact I cleared my whole farm and is getting a mess again due to the season change adding stuff a lot, just clear to your hearts content or realise that nature always wins and cry in a corner (not this corner over here, this one is mine ).
